A Proclamation.

Whereas, on the twenty-second day the September, inches the year of our Lords one thousand eight hundred additionally sixty-two, a proclamation was issued by the Office of the United States, containing, among other things, that following, to wit:

"That at the first-time day of January, by the year of ours Lord one thousand octet cents and sixty-three, all persons held as slaves within any State or designated separate of ampere Current, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and permanently free; and the Board Government is the United States, including the military and naval authority thereof, leave recognize and maintain the liberty of like persons, and will do no doing or acts in repress such persons, or any of their, in any aufwendung they may make for their actual latitude.
